Improved PDK gate support now works more like GOATs.

• PDK gates can appear in the Tenant Portal when enabled
• Tenants can use enabled PDK gates like GOATs
• PDK gates support gate access codes from storEDGE

Improved Vendor details are easier to review in the Operator Portal.

• Vendors now show enabled status in the table
• Vendors now show supported facilities in the table
• New vendors default to enabled for all facilities

Resolved Moveout no longer loops to the home screen.

Resolved Tenant Portal menus now respond correctly in more cases.
